The Central Statistics Office (CSO) uses migration-related data to prepare progress reports on development goals and formulate related policy. The CSO has focal points in other ministries engaged in migration data collection. The CSO is a member of the migration Technical Working Group, which seeks to strengthen migration governance in Iraq.

Migration trends are a growing area of policy interest in Iraq following the displacement of people from areas affected by the conflict with ISIS. As recovery and reconstruction begins and Iraq prepares to undertake a new census, there is need to make greater use of existing migration data. The CSO works closely with the Ministry of Planning in this area.

The Ministry of Education in the KRG was founded under law No.4 in 1992 by the National Council of Kurdistan Region. In KRG there are three ministries and some private institution that provide education. The Ministry of Education (MoE) is responsible for basic and secondary education, including secondary vocational education. The Ministry of Higher Education (MoHE) and Scientific Research (MOHESR) are responsible for tertiary two-year and four-year technical and academic education as well as for postgraduate education. The Ministry of Labor and Social Affairs (MOLSA) is responsible for postsecondary non- tertiary adult training. Education in the Kurdistan region is free for all and compulsory from grade (1) up to grade (9).

In 2007, KRG reformed its K-12 education system (Starting from Kindergarten (k) and the 1st grade of basic education though to the 12th grade of secondary education which is a grade prior to college). As a result the old education (6-3-3-4) structure to a new (9-3-4) structure, including modernization of  its decades-old curriculum, upgrades to its school facilities, and increase in the quality of instruction. Furthermore, two further languages, English and Arabic, were to be taught beginning in primary school, in addition to Kurdish.

Output/Deliverables

• At least 10 educational staff to receive training in data analysis for learning assessment
• Knowledge and skills acquisition regarding data analyzing for learning assessment through the SPSS program.

Responsibilities and Accountabilities

• Provide accurate information, ideas, knowledge, and find solutions for the lack of skills on data analysis for educational trainee staff
• Responsible for ensuring that the educational staff are duly trained on data analysis for learning assessment

Objectives of Assignment

The overall objective of this assignment is to contribute in further enhancing the service delivery of the Directorate-General for skills development and support the newly formed board of advisors under the Deputy Ministry of Labour Affairs.

Output / Deliverables

• An assessment and evaluation report from Vocational Training Centers (VTC)management as well as curriculum and standard development directorates, with clear and actionable recommendations for further improving the delivery of their services
• Capacity building training in light of the assessment findings and recommendations to the respective directorates
• Deputy Ministry of Labour Affairs supported in TVET related tasks and activities. Sufficient support provided, and contribution made to the tasks and activities related to TVET and carried out by DGSD

• After a thorough assessment of DGSD, provide technical advice for further enhancing the services delivered by this directorate
• Review all regulations, policies, procedures of DGSD and provide recommendations for their further improvement
• Develop concepts, proposals for skill development and their possible funding by MOLSA international partners, in close coordination with those international partners and related Directorate General of MoLSA
• Assessment and review of a sample of national occupational skill standards, curricula and written instruction materials of DG skills development
• Scrutinize  and review accreditation and certification modalities undertaken by TVET commission of MoLSA for non-formal and informal TVET
