Description

The International Conference on the Future Agenda of Action for Global Diaspora Engagement, organized jointly by the International Organization for Migration (IOM) and the Government of Cabo Verde, bringing together the supporters of the Dublin Declaration to glean insights from leading-edge practices in diaspora engagement. Additionally, the conference inaugurated the Global Diaspora Policy Alliance. This alliance is envisioned as a pivotal foundation for crafting the future roadmap of global diaspora engagement initiatives.

This report aspires to capture the consensuses, conclusions, insights, and practices discussed at the conference on diaspora engagement. It provides a snapshot of global progress towards GCM Objective 19 and the recommendations for the effective implementation of the Global Diaspora Policy Alliance through a multi-stakeholder approach.

Mapping the Nepalese Diaspora is the first comprehensive diaspora mapping report produced by IOM Nepal, in collaboration with the Non-Resident Nepali Association and Nepal’s Ministry of Foreign Affairs. The report presents key findings and insights from a global diaspora mapping exercise, with a specialized focus on 16 countries hosting significant Nepali diaspora populations. The primary objective of this exercise was to understand the socioeconomic profile, professional skills and expertise of the diaspora, while also assessing their capacities, interests, and motivations to contribute to Nepal’s development. This includes engagement in activities such as knowledge and skills transfer, as well as business and investment initiatives.

The report highlights several key observations. A remarkable 98.4 per cent of respondents were born in Nepal, indicating a predominantly first-generation diaspora group with strong cultural ties and direct connections to their homeland. This subgroup holds significant potential for contributing to Nepal’s development. Additionally, a notable 61.4 per cent of respondents expressed interest in returning and resettling in Nepal in the future. This presents a valuable opportunity for the Government of Nepal to create an enabling environment that addresses factors influencing their decisions, fostering a path for their return and active participation in the nation’s growth.

Diasporas are key partners in enhancing regular migration pathways, providing responsiveness, support, and influence. Their contributions, often ad hoc, need greater institutional support at national and international levels to reach full potential. Recognizing diasporas as genuine partners allows them to negotiate, advocate, and deliver solutions for their communities throughout the migration cycle. The Dublin Declaration, from the Global Diaspora Summit, marks a pivotal moment for IOM and Member States, mobilizing the diverse cultural, economic, social, and human capital of diasporas. It establishes a comprehensive framework to integrate all levels of government and society, enhancing migration pathways and addressing the politicization of migration. The launch of the Global Diaspora
Policy Alliance (GDPA) further supports this, fostering an ecosystem for collaboration among Member States, diasporas, and stakeholders.

Public Sector Synergies, Private Sector Alliances, and Diaspora to Diaspora Collaboration

In 2024, the International Organization for Migration (IOM), iDiaspora, the Global Research Forum on Diaspora and Transnationalism (GRFDT), the Global Diaspora Confederation (GDC), and the Migration Youth and Children Platform (MYCP) partnered to organize three Global Diaspora Virtual Exchanges on powerful transnational partnerships, aiming to boost diaspora engagement for development. The core focus was on public sector synergies, private sector alliances, and diaspora to diaspora collaboration.

These exchanges aim to foster the self-mobilization and empowerment of diaspora, articulating the value added of collaboration between diasporas and the other stakeholder groups, identifying effective modalities of partnership and collaboration, informing the strategies for engaging diaspora organizations within the frameworks of the upcoming Global Diaspora Policy Alliance. This paper outlines the insights, recommendations, as well as key highlights from the global exchanges.
