1. Introduction

Under the Better Regional Migration Management Program, IOM is working with the Ministry of Foreign Affairs and Diaspora services/departments to implement a Returned Qualified Nationals (RQN), Diaspora Engagement activity in Ethiopia, Kenya, Somalia and Uganda. The activity aims to identify and engage skilled and qualified people who have migrated and who want to help their country of origin by volunteering. The activity seeks to enable the voluntary participation of the Ethiopian, Kenyan, Ugandan and Somali Diaspora to strengthen institutions in key socio-economic sectors agreed with the governments, such as education, health, agriculture, infrastructure, civil engineering, financial systems, and information technology.

The programme offers support for three-month assignments with state institutions or public-benefit organisations such as government agencies, academic institutions, and health facilities. The programme welcomes individuals from different careers and sectors, such as educators, organisational developers, mechanical engineers, doctors, and other health care professionals.

We are looking for experts from the diaspora who will be willing to share their invaluable expertise and abilities for the development of your country.

2. Objective of the Assignment

This assignment aims to identify qualified experts from the diaspora of Ethiopia and to engage them in a learning and sharing exchange with their local peers in government, academic institutions, and health facilities.

Objective one: To engage in short-term training, advising, and mentorship activities and enhance the skill of the ICT faculty members in the development and use of software, AI, and future technology.

Objective Two: To engage in the establishment of the university's ICT research labs and develop manuals and procedures for their operation, enhance the research and community outreach programs.

 

3. Areas of Intervention and Place of Work

  • Information Communication Technology/ Cyber Security/ Energy/Artificial Intelligence/Software Engineering/Construction Engineering/ Mechanical Engineering, Wollo University, Kombolcha, Ethiopia.
    • Deliver short-term capacity-building training and seminars for the faculty
    • Assist the research lab establishment initiatives for information system, computer science, software engineering and information technology
    • Deliver experience enhancement and exchange workshops on the above-mentioned themes and areas
    • Engage in software development and share skills and technology for the university’s faculty
    • Engage in teaching, advising, and mentorship activities
    • Work on internationalization and accreditation of programs and journals
    • Conduct successive ICT seminar

5. Required Qualifications, Experience And Competences

  • Information Communication Technology/ Cyber Security/ Energy/Artificial Intelligence/software engineering/ Construction Engineering/ Mechanical Engineering, Currently living abroad and have a migration history from Ethiopia
  • An assistant professor, PHD, Mater degree or an academic of equivalent rank specializing in one of the aforementioned fields of study
  • At least eight years of relevant professional experience in universities abroad in teaching, research and publication, project, and/or community outreach activities in the abovementioned fields. 
  •  Willing to undertake a three-month short-term assignment in the priority areas mentioned above.
  • Having engagement experience with the technology industry is highly encouraged
  • Proficiency in English is required

6. Supervision

The expert will be attached to a local institution and his/her daily work will be supervised by the contact person/supervisor allocated to him/her within the respective institution. The work of the expert will also be closely monitored by the International Organisation for Migration (IOM) during the duration of his/her assignment. 

7. Duration and Location: The Contract will have a duration of three (3) months and the diaspora can choose to work either on-site or remotely and the deployment can be any time between 1 October – 28 February 2025. If they work on-site, the location will be based on the institution where they will be placed. But this will also depend on the security situation and the availability of facilities.

Recruitment Time: It will start in July 2024, depending on the applicants' availability. Based on its active academic calendar, Wollo University, Kombolcha Campus, is ready to receive diaspora professionals from October 2024 to February 2025. 

 8. Reporting Obligation and Deliverables

  • Skill development: The main duty of the eligible Diaspora expert that will be used to evaluate his/her performance will be to ensure regular and consistent sharing of knowledge and skills as related to the assignment.
  • Work plan: The immediate supervisor will create a work plan with the assignee in the first week of the assignment to outline clear and time-bound activities to achieve the outputs of the assignment. The supervisor of the hosting institution and IOM will receive this work plan. This work plan can be updated during the assignment to accommodate new developments or changes.
  • Monthly Updates: The Diaspora expert will send monthly reports on their progress to the supervisor at the host institution and IOM.
  • Departure interview: A departure interview will be done to collect feedback and suggestions for future projects by other specialists.

As a local higher education institution, Jigjiga University is one of the public higher institutions that were founded in March 2007, along with the Second-Generation universities in Ethiopia. It is located in the emerging town of Jigjiga the capital city of Ethiopian Somali regional state, 635 kilometres away from Addis Ababa. The University officially started its service with 712 students, 66 academic and 99 administrative staff in three faculties in 2007. In recent years, the intake capacity has increased from year to year. So currently, it has a total of 21,554 students studying in 57 various academic programs and 627 post-graduate students pursuing six academic programs.

2. Objective of the Assignment

·       Facilitating the engagement of the professional diaspora in short-term placements in the selected fields at the university.

·       Enhancing the skills, expertise, and knowledge of local professionals through interaction with diaspora experts.

·       Promoting the transfer of innovative practices, technologies, and methodologies.

·       Strengthening partnerships and collaborations between the diaspora and local agricultural institutions.

3. Areas of Intervention

The following are the major areas of interest identified by IOM in collaboration with the Ministry of Foreign Affairs and Diaspora Services:

·       Health, Infrastructure

·       Agriculture and food security

·       Education and vocational training

·       Information Communication Technology

·       Capacity building to improve local governance

·       Climate Change

Whereas, the following are areas of interest of Jigjiga University:

·       Teaching block courses in our post-graduate programs

·       Providing research advisor-ship service to our postgraduate students

·       Advice, mentor, and contribute in internationally accrediting our postgraduate programs

·       Provide short-term training to our medical and health science staff in medical spatiality areas like ENT, Neuron surgery, Heart surgery, and many sub-specialties like children sub-specialty, women sub-specialty

·       Collaborate with Jigjiga University’s Referral Hospital in mobilizing medical service equipment and machinery for the Referral Hospital  

·       Contribute to the adoption, adaptation and transferring of locally relevant knowledge, skill and technology to the local community in areas of pastoral and agro-pastoral livelihoods

·       Propose, collaborate and conduct research projects with the university staff in areas of pastoral and agro-pastoral livelihoods, food security and poverty alleviation, human health and well-being, society governance and human development, engineering and technology, business and economic development and basic science research and crosscutting research issues.

4. What We Offer

5. Required Qualifications, Experience and Competences

·       Currently living abroad and have a migration history/yellow card holder of Ethiopia

·       Completed a university degree in fields of natural and computation science, technology, medicine and health science, dry-land agriculture, social science and humanities, educational and behavioural studies, veterinary medicine, business and economics and law.

·       At least five years of relevant professional experience abroad in the field in which you would like to work during your assignment.

·       Willing to undertake a short-term assignment of three months in a development-related area

·       Proficiency in English is required

6. Supervision

The expert will be attached to a local institution and his/her daily work will be supervised by the contact person/supervisor allocated to him/her within the respective institution. 3.      Agriculture: The professional diaspora in agriculture will work with local farmers, researchers, and agricultural institutions to promote sustainable farming practices, introduce innovative techniques, and improve crop productivity and food security.

4.      Business and Economics: The professional diaspora in business and economics will support local entrepreneurs, businesses, and policymakers in areas such as strategic planning, market analysis, financial management, and fostering economic growth.

5.      Capacity Building: The professional diaspora will engage in capacity-building initiatives to enhance the skills, knowledge, and expertise of local staff across various sectors. This includes providing training, mentorship, and professional development opportunities to empower local professionals and strengthen institutional capacity.

5. Required Qualifications, Experience and Competences

a.      Computer Science:

·       Qualifications: Advanced degree (advanced degree, Ph.D., M.Sc., or equivalent) in computer science or a related field.

·       Experience: Demonstrated expertise in areas such as software development, artificial intelligence, data science, cybersecurity, or computer networks.

·       Competences: Proficiency in programming languages, strong problem-solving skills, ability to analyze complex systems, and stay updated with emerging technologies.

b.      Medicine and Health Science:

·       Qualifications: Medical or health science degree (MD, MBBS, public health, nursing or equivalent) with specialization in a relevant field.

·       Experience: Extensive clinical experience, research background, and understanding of healthcare systems and practices.

·       Competences: Strong diagnostic and clinical skills, knowledge of evidence-based medicine, ability to collaborate in interdisciplinary teams, and familiarity with healthcare technology and electronic medical records.

c.      Agriculture:

·       Qualifications: Degree in agriculture, agronomy, horticulture, or related fields.

·       Experience: Practical experience in agricultural practices, crop management, soil science, pest and disease control, and knowledge of sustainable agricultural techniques.

·       Competences: Understanding of local farming conditions, ability to implement modern farming methods, familiarity with agricultural technologies and equipment, and expertise in crop diversification and yield optimization.

d.      Business and Economics:

·       Qualifications: Degree in business administration, economics, finance, or a related field.

·       Experience: Proven experience in business management, finance, entrepreneurship, or economic development.

·       Competencies: Strong analytical and strategic thinking skills, knowledge of market trends and economic principles, ability to develop business plans and financial models, and effective communication and negotiation skills.

e.      Capacity Building to Improve Local Staff:

·       Qualifications: Advanced degree in a relevant field, such as education, organizational development, or human resources.

·       Experience: Experience in designing and delivering training programs, conducting needs assessments, and facilitating capacity-building initiatives.

Competences: Excellent interpersonal and communication skills, ability to assess learning needs and develop customized training plans, knowledge of adult learning principles, and experience in evaluating training effectiveness.

 

Experience

·       Currently living abroad and have a migration history from Ethiopia

·       Completed a university degree in one of the above-mentioned fields

·       At least eight years of practical and relevant professional experience abroad in the field in which you would like to work during your assignment.

·       Willing to undertake a short-term assignment of three months in a development-related area

·       Excellent knowledge of English, including the ability to write reports clearly and concisely and to set out a coherent argument in presentation and group interactions

·       Full computer literacy, including familiarity with research tools

5. Required Qualifications, Experience and Competences

·       Currently living abroad and have a migration history from Ethiopia.

·       Completed a university degree in one of the above-mentioned fields

·       At least five years of relevant professional experience abroad in the field in which you would like to work during your assignment.

·       Willing to undertake a short-term assignment of three months in a development-related area

·       Proficiency in English is required

 

6. Supervision

The expert will be based at Jimma University and will receive daily supervision from a designated contact person/supervisor within the institution. Additionally, the International Organization for Migration (IOM) will closely monitor the expert's work throughout the assignment period.

7. Duration and Location

The Contract will have duration of three (3) months and the diaspora can choose to work either on-site or remotely and the deployment can be any time between 1 June – 31 January 2025.  


8. Reporting Obligation and Deliverables

·       Skill development: The main duty of the eligible Diaspora expert that will be used to evaluate his/her performance will be to ensure regular and consistent sharing of knowledge and skills as related to the assignment.

·       Work plan: The immediate supervisor will create a work plan with the assignee in the first week of the assignment to outline clear and time-bound activities to achieve the outputs of the assignment. The supervisor of the hosting institution and IOM will receive this work plan. This work plan can be updated during the assignment to accommodate new developments or changes.

·       Monthly Updates: The Diaspora expert will send monthly reports on their progress to the supervisor at the host institution and IOM.

·       Departure interview: A departure interview will be done to collect feedback and suggestions for future projects by other specialists.

The IOM “Short-Term Placement for Qualified Diaspora Experts” is a programme that seeks to create a structured platform that encourages members of the diaspora to temporarily return and engage in short-term placements within Technical and Vocational Education & Training (TVET), poly technic colleges, health and other education sector thereby fostering knowledge transfer, capacity building, and fostering connections between the diaspora and local communities. The Ethiopian Diaspora Service (EDS) also recognizes the value of diaspora as an important resource and seeks to create a framework for their temporary return to the country to share their knowledge and expertise for mutual benefit.  

 

Hence, IOM's Better Regional Migration Management (BRMM) program, funded by the Foreign, Commonwealth and Development Office (FCDO) in partnership with the Ethiopian Diaspora Service (EDS), and Ministry of Labor and Skills, has launched a short-term placement initiative targeting Ethiopian diaspora experts with specialized knowledge in Mechanical Engineering, particularly in Computer Numerical Control (CNC) equipment and software (CIN, CAD and solid work). These experts will be assigned to Hawasa Polytechnic College, where they will play a crucial role in addressing the scarcity of highly qualified instructors with the necessary expertise for effective teaching. 

 

Hawasa Polytechnic College was chosen as the host institution for the Return of Qualified Nationals (RQN) program based on its demonstrated capacity to effectively integrate the expertise of the RQNs and their steadfast commitment to ensuring that qualified nationals can carry out their work seamlessly over the course of three months. In line with this, IOM is dedicated to furnishing both financial and technical support for the Temporary Return of Qualified Nationals (RQN) program.  

This initiative is designed to harness the valuable skills and expertise of Ethiopian diaspora members, fostering their contributions to the overall development of Ethiopia. Ethiopia’s TVET sector is growing rapidly, and expertise from the Ethiopian Diaspora can make a significant impact on its development.

B. OBJECTIVES 

Under the overall supervision and guidance of the IOM Ethiopia, EDS and Hawasa poly technic college, you will be responsible : 

  1. Conduct a rapid baseline needs assessment related to the knowledge and skills gap related to computer numerical controlled (CNC) equipment and software(CIN,CAD and solid work) 

  1. Organize capacity building sessions - through formal classroom, mentoring, other methods - to address the identified gaps 

  1. Develop user friendly training manuals for advanced machineries including changing worn-out parts and maintenance  and conduct training of Trainers on the designed manuals  

  1. Providing technical support to the Master Technician in CNC programming and pre-machining activities 

  1. Design and conduct training on innovative, modern and cost effective teaching techniques to the polytechnic Master Technicians/ teachers/experts. 

  1. Conduct post training evaluation.  

C. TANGIBLE AND MEASURABLE OUTPUT 

 

Transfer of skills: The main responsibility of the qualified Ethiopian Diaspora expert which he/she will be measured against will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment listed above.  

Work plan: A work plan must be developed with the polytechnic supervisor during the first week of the assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the supervisor of the hosting intuition, IOM program coordinator and IOM BRMM M&E officer. This work plan can be revised during the assignment to reflect new developments or changes.  

Monthly  Reports: Monthly progress reports will be submitted by the Ethiopian Diaspora expert to the TVET host institution supervisor, IOM Ethiopia project coordinator and IOM BRMM M&E officer  

Exit interview: An exit interview will be conducted to gather experiences and recommendations for future assignments by other experts 

D. QUALIFICATION AND COMPETENCIES REQUIRED 

  1. Education, Skills, and experience 

  1. A minimum of bachelor science in Mechanical Engineering with Computer Numerical Control (CNC) equipment and software(CIN, CAD and solid work) experience 

  1. A minimum 3 year in abroad authenticated and live experience in setting up and operating CNC machinery and conducting regular maintenance and troubleshooting on CNC machines, ensuring they operate smoothly and efficiently 

  1. Ethiopian citizen who is currently living and working abroad in the field of Mechanical Engineering 

  1. Proficiency in English and local language is required, as it is a commonly used language in the TVET institutions. 

  1. An understanding and respect for Ethiopian culture and society as participants will be working in a different cultural context than they may be accustomed to. 

Technical/Functional Skills: 

  1. Demonstrated knowledge in evaluation and writing comprehensive reports.

D. QUALIFICATION AND COMPETENCIES REQUIRED

  1. A minimum of bachelor degree in computer science, information technology, Computer Engineering, Software Engineering, data base administration , network security, or a related field, is required or preferred. 

  1. Expertise and experience in ICT and digital skills, which may include software development, data base administration, cyber security, digital marketing, IT management, and related fields. 

  1. A minimum of 3 years of professional experience in the above respective fields in abroad authenticated and live experience.  

  1. Ethiopian citizen or person of Ethiopian origin who is currently living and working abroad in the field of ICT and digital skills. 

  1. Proficiency in English is required, as it is a commonly used language in the TVET institutions. Proficiency in Ethiopian local languages is an advantage. 

  1. An understanding and respect for Ethiopian culture and society as participants will be working in a different cultural context than they may be accustomed to.

The IOM “Short-Term Placement for Qualified Diaspora Experts” is a programme that seeks to create a structured platform that encourages members of the diaspora to temporarily return and engage in short-term placements within Technical and Vocational Education & Training (TVET), poly technic colleges, health and other education sector thereby fostering knowledge transfer, capacity building, and fostering connections between the diaspora and local communities. The Ethiopian Diaspora Service (EDS) also recognizes the value of diaspora as an important resource and seeks to create a framework for their temporary return to the country to share their knowledge and expertise for mutual benefit.

 

Hence, IOM's Better Regional Migration Management (BRMM) program, funded by the Foreign, Commonwealth and Development Office (FCDO) in partnership with the Ethiopian Diaspora Service (EDS), and Ministry of Labor and Skills, has launched a short-term placement initiative targeting Ethiopian diaspora experts with specialized knowledge in Mechanical Engineering, particularly in Computer Numerical Control (CNC) equipment and software (CIN, CAD and solid work). These experts will be assigned to Hawasa Polytechnic College, where they will play a crucial role in addressing the scarcity of highly qualified instructors with the necessary expertise for effective teaching.

 

Hawasa Polytechnic College was chosen as the host institution for the Return of Qualified Nationals (RQN) program based on its demonstrated capacity to effectively integrate the expertise of the RQNs and their steadfast commitment to ensuring that qualified nationals can carry out their work seamlessly over the course of three months. In line with this, IOM is dedicated to furnishing both financial and technical support for the Temporary Return of Qualified Nationals (RQN) program.

This initiative is designed to harness the valuable skills and expertise of Ethiopian diaspora members, fostering their contributions to the overall development of Ethiopia. Ethiopia’s TVET sector is growing rapidly, and expertise from the Ethiopian Diaspora can make a significant impact on its development.

B. OBJECTIVES

Under the overall supervision and guidance of the IOM Ethiopia, EDS and Hawasa poly technic college, you will be responsible :

  1. Conduct a rapid baseline needs assessment related to the knowledge and skills gap related to computer numerical controlled (CNC) equipment and software(CIN,CAD and solid work)
  2. Organize capacity building sessions - through formal classroom, mentoring, other methods - to address the identified gaps
  3. Develop user friendly training manuals for advanced machineries including changing worn-out parts and maintenance  and conduct training of Trainers on the designed manuals
  4. Providing technical support to the Master Technician in CNC programming and pre-machining activities
  5. Design and conduct training on innovative, modern and cost effective teaching techniques to the polytechnic Master Technicians/ teachers/experts.
  6. Conduct post training evaluation.

C. TANGIBLE AND MEASURABLE OUTPUT

 

Transfer of skills: The main responsibility of the qualified Ethiopian Diaspora expert which he/she will be measured against will be to ensure continuous and systematic transfer of knowledge and skills as related to the assignment listed above.

Work plan: A work plan must be developed with the polytechnic supervisor during the first week of the assignment to provide clear and time-bound activities to successfully implement the outputs of the assignment. This work plan will be shared with the supervisor of the hosting intuition, IOM program coordinator and IOM BRMM M&E officer. This work plan can be revised during the assignment to reflect new developments or changes.

As such,  IOM will provide financial & technical support the Temporary Return of Qualified Nationals (RQN) aimed at leveraging the skills and expertise of Ethiopian diaspora members to contribute to the development of Ethiopia.
