Context: Under the overall supervision of the Regional Director and the direct supervision of the Regional Thematic Specialist for Labour Mobility and human Development for South America, the successful candidate will be a responsible for coordinating and monitoring the effective implementation of the Empowering the South American Diaspora as Agents for Sustainable Development project as well as supporting the country offices of the region to expand the their work in the field of diaspora engagement in sustainable development.
Core Functions / Responsibilities:
1. Provide coordination for the Empowering the South American Diaspora as Agents for Sustainable Development project and monitor expenditures for compatibility with agreed budgets.
2. Undertake duty trips to monitor the implementation of the project activities as required and where deemed feasible, identify shortfalls in delivery and suggest remedial actions.
3. Coordinate with consultants and experts contracted to implement the various activities of the project and follow up on their deliverables.
4. Coordinate with focal points in the relevant country offices to facilitate a smooth flow of information and a coherent approach to project implementation across the countries of implementation.
5. Liaise with IOM missions in the primary countries of destination to coordinate outreach to diaspora communities outside the region.
6. Contribute actively to the Diaspora Engagement Community of Practice and coordinate with other on-going projects in the field of diaspora engagement.
7. Monitor progress of project implementation according to project indicators and prepare and submit donor reports in coordination with the participant country offices.
8. Maintain close relations and open communication with key public and private sector counterparts throughout implementation of project activities, especially with the Presidencia Pro Tempore of the Conferencia Suramericana sobre Migración, in coordination with the its Technical Secretariate as well as with key officials responsible for diaspora engagement in the participant countries in coordination with the respective country office focal points.
9. In coordination with the LHD RTS maintain, promote and strengthen relations and liaison with governments, donors, international organizations, civil society, the private sector and other partners in order to identify the opportunities for promote IOM’s work on diaspora engagement in the region as well as potential fundraising opportunities.
10. Remain abreast of the latest developments in diaspora engagement in Latin America and globally in order to serve as a key resource person on the topic for country offices in the region and provide technical support to country offices to develop proposals and fundraise for new activities in this area.
11. Perform such other duties as may be assigned.
Required Qualifications and Experience Education
- University degree in Social or Political Sciences, Development, Economics or a related field from an accredited academic institution1 with four years of relevant professional experience; or
- High school diploma with six years of relevant professional experience.
Experience
- Experience in development cooperation with an international or non-governmental organization, preferably in the field of transnationalism and diaspora engagement specifically, and migration more generally, with IOM or the United Nations system.
- Experience in IOM administrative and financial management, budget monitoring, procurement, and internal control procedures;
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization, and in particular diaspora engagement;
- Strong organizational, and communication skills;
- Excellent writing skills in terms of language and analysis;
- Ability to work independently against tight deadlines;
- Solid computer skills in particular related to online communications.
Languages
Fluency in English and Spanish is required. Working knowledge of Portuguese is an advantage.
