Ministry of Justice (MOJ) of the Republic of Somaliland was formed in 1991 by a presidential decree shortly after Somaliland declared its independence from the rest of Somalia. As per the establishing presidential Decree, the mandate and objectives of the MOJ include, among others, to coordinate the executive and the judiciary branches, and to administer and improve the capacity of the justice administration bodies; and to regulate and administer legal profession in Somaliland. Since its formation, MOJ had been undertaking its mandated tasks through leadership and oversight aimed at ensuring that all parts of the legal and justice sectors are able to effectively and efficiently deliver services to Somaliland citizens.

The overall objectives of the assignment to prevent criminal behavior, reducing crime rate among Somaliland citizens and contributing to a safer society, and to safeguard and protect the legal and fundamental human rights of the suspect, not only during the detention and pre-trial phase at the police stations but also in later judicial proceedings of the suspect and provide training, capacity building and mentorship package for the probation service staff/officers that will be capable to provide the much-needed services for suspects/offenders and convicted community.
To provide the ministry of Justice an institutional capacity building and expertise concept for the development, implementation and operational strategy of the proposed Probation Service section V. Responsibilities and accountabilities Please state main tasks (related to knowledge transfer and capacity development) • To provide the Ministry of Justice an institutional capacity building and expertise concept for the development, implementation and operational strategy of the proposed Probation Service section; • To provide support to the Ministry of Justice and other stakeholders in the design, development, and implementation of Probation Service legal frameworks and policies; • Prepare a detailed work plan and action points about how the Expert is going to carry out the activities during the assignment period; • To transfer knowledge and technical skills of 4P and protecting women prisoners; • To set up training, capacity building & knowledge transfer program for the promotion of work-related skills of the Probation Service workforce so that they will be able to fulfill their function properly, and to provide support and technical advice in monitoring and evaluation of Probation Service policy and gender-sensitive application projects.

Master’s degree of LLM.
