The Ministry of Foreign Affairs advises on migration cooperation agreements between Iraq and other governments, including those of Norway, Sweden, Denmark and the European Union. The Ministry of Foreign Affairs is a member of the migration Technical Working Group, which seeks to strengthen migration governance in Iraq.
Migration trends are a growing area of policy interest in Iraq following the displacement of people from areas affected by the conflict with ISIS. As recovery and reconstruction begins, there is need to consider cooperation agreements to ensure safe, orderly and dignified migration in Iraq.

POSITION INFORMATION

Duration of assignment: 6 weeks

Objectives of Assignment

The assignment will support the Legal Department of the Ministry of Foreign Affairs to carry out a detailed review of all existing migration cooperation agreements between Iraq and other parties. As part of this review, a concise brief will be drafted explaining the implementation and impact of each agreement. The Legal Department may use the material for future internal staff training or as the basis of a “lessons learned” exercise to support future cooperation agreements.
The assignment will be achieved through the following steps:
1) identifying and reviewing all migration cooperation agreements currently in effect in Iraq;
2) providing short reports on the implementation and impact of each agreement;
3) delivering a presentation summarizing findings to staff of the Legal Department.

Output / Deliverables

The assignment will provide two deliverables:

1. concise memos or briefs in Arabic summarizing the implementation and impact of migration cooperation agreements between Iraq and other parties;
2. presentation summarizing findings to the Legal Department.

Responsibilities and accountabilities

• Complete a desk review of migration cooperation agreements in Iraq;
• Draft concise memos discussing the implementation and impact of the agreements;
• Provide a briefing for the Ministry of Foreign Affairs Legal Department staff.

• Providing instructions and regulation in the field of working conditions regarding Migrants workers.
• Addressing how to detect vulnerabilities where migrant workers might be exploited for trafficking.

The assignment should support the database team within the CSO to build their capacity regarding the points which will be mentioned below.

• Building capacity of the staff
• Support with establishing or developing the database used by the CSO.

Responsibilities and Accountabilities

• Develop and implement solutions that provide databases following the criteria set by the standard policies for that.
• Executing the works related to MS SQL Server Administration databases.
• Specify the users and the levels of validity granted to them and for each part of the data rules.
• Install all software for databases in addition to all patches and updates, set up the necessary settings, and perform periodic maintenance.
• Design, build, and develop all database components from Tables, views, indexes, store procedures, etc.
• Monitor and develop database performance and tuning.
• Database backup strategies.
• Ensuring protection for information that is being processed, stored, or being handled.
• Document all procedures and work during the work progress and provide us with them.
• Being with our cadres in the electronic census systems cooperative at the headquarters of the Central Bureau of Statistics and until the completion of the census to complete software solutions and give our cadres practical experience.

The assignment should support the programmers team within the CSO to build their capacity regarding the points which will be mentioned below.

• New system for the database used by the CSO

Responsibilities and Accountabilities

• Review the national solution census systems that work on tablets Windows environment
• Application and working on investing it to implement the required amendments
• Work on Android devices using the Xamarin platform and in coordination with Systems Collaboration Electronic census in the Central Bureau of Statistics in cooperation with the expert group For software workers
• Developing systems performance and certifying the efficiency of all functions and tools within timings Specific time
• Designing and building additional systems that work on tablets or computers and according to the work needed
• Verify the reliability and security of mobile data between different systems
• Develop workflow steps to create geographic information systems data and receive data entered from the field using census systems and in coordination with the relevant authorities
• Carry out a study of the software needs and provide a list of courses that will develop our cadres in addition to carrying out on-site training during implementation and knowledge transfer
• Participation with the relevant authorities to implement extensive office and field experiments to discover and fix programmatic errors
