The consultant will work to develop the critical policy and strategic documents for the SME Development component:

• Rural Development Planning: Short term consultant can help AREDP/MRRD with the following strategical advise:
• Assess the main gaps of rural enterprises and advise for SMART supports.
• Appropriate MSME strategy development responsive to the program indicators goal.

IV. Responsibilities and Accountabilities

Main tasks include:

• Advisory support to the management for MSME in developing enterprise development annual plans and budget in collaboration with the SME team.
• Design and formulate enterprise development related policies and guidelines
• Quality check of the technical feasibility and economic viability studies, conforming the mandate of the program; develop an analytical report of Technical Feasibility & Economic Viability. Study and scrutinize the business plans of the SMEs and further furnish the support action plan.
• Identify the needs of the SMEs based on the support action plan and ground realities of the SMEs; classify them into generic, advanced and specialized needs; develop curriculum, concept notes for the SMEs to receive support
• Define the cluster approach for the SME component intervention and identify the potential value chain within the potential sectors; based on the nature and types of SMEs covered under AREDP support, advice on the sectors that require more attention.
• Modify and adjust the concept notes, TORs and contracts of the business development providers as per the evolving needs
• Write key proposals and reports within the SME components and advice the SME unit in operational issues.
• Guide and assist the SME component to build and capitalize the operations towards strategic platform
• In consultation with the SME Development component, undergo critical calculations on number of jobs to be created per SME and income generated through the support provided to the SMEs by the program.
• Identify potential sectors that can contribute vigorously to the overall objectives of program in the context of rural development.
• Advise the SME Development component on the import subsidy SMEs or the SMEs which work to promote export or on domestic markets or on a mix of all three.
• Determine if and where there are linkage opportunities linking regional SMEs to larger companies throughout the country.
• Undertake critical analysis, both qualitative and quantitative, of the current industries on the provinces where the program operates, and thus provide policy inputs to   office of Enabling Environment of the program.
• Continue to conduct a secondary data desk review for the SME Development manual development countrywide based on experience and best practices.
• Develop capacity of the staff of both AREDP components
• Support CED unit on developing guidelines towards linking Enterprise Groups (EGs) with SMEs.

4. Provision of guidelines, manuals and procedures for the planning phase of hydropower projects; Site Survey, Drafting Employer’s Requirements, Drafting Technical Specifications etc.
5. Provision of O&M and safety guidelines for efficient operation of hydro power projects.

IV. Responsibilities and Accountabilities

The consultant, under the direct supervision of the project manager, should carry out the following main tasks.

• Contributing to project preparation, including a variety of operational tasks, including but not limited to technical analyses, participation in the design and development of specific project components, defining project implementation arrangements and conduct technical missions as required.
• Conducting specific technical tasks, as a technical specialist in the field of hydropower and dams; and providing technical support to the task teams, including review of feasibility / detailed designs, technical specification of bidding documents, construction plan, cost estimates, etc. as needed.
• Developing Design Guidelines and Manuals for micro to small hydro power plants incorporating most up to date technical resources and standards.
• Analyse potential hydro power sites and develop a priority list considering the economic viability, social impacts and overall necessity of the project.
• Developing procedures to prepare the necessary studies and documentation, such as; Site Survey, Drafting Employer’s Requirements, Drafting Technical Specifications etc. that would be used in the planning phase of hydro power projects.
• Developing O&M and safety guides for efficient operation of micro to small hydro power projects.

Technical:

• Knowledge of Design and Implementation procedures of Hydro Structures.
• Thorough understanding of interfacing of different trades; Civil, Hydro mechanical, Electro mechanical, Geotechnical, Survey etc.
• Able to interpret hydrologic and meteorological data to design hydro structures.
• Computer skills in MS Office products and analytical / design packages relevant to the field of hydro power.

VI. Education and Experience

The candidate should have at least 10 years of professional experience with hydropower and water resources development projects, including planning, designing, and construction supervision of hydro structures, and is familiar with modern international technical standards and practices, supported by a Master’s Degree in a related field (civil engineering, hydropower, water resources development, etc.) from an internationally recognized university.
