III. Objectives of Assignment

By the year 2021, the Ministry of Public Health of the Islamic Republic of Afghanistan shall have built the capacity of MoPH staff in central and regional levels (Kabul, Herat, Balkh, Nangarhar, Kandahar&Kunduz provinces) in the area of, Fighting Against Corruption, so that they will be capable to provide efficient and quality healthcare services resulting in a healthy population in Afghanistan.

IV. Responsibilities and Accountabilities

Main tasks include:

•  Design the database for tracking of all the activities related to reporting and planning
• Creates and maintains standards and procedural documentation related to reporting solutions;
• Training and managing all MoPH staffs on reporting skills
• Setting up and testing new database and data handling systems;;
• helping the senior management for the development of all required reports including the case studies and success stories;
•  Support the GDPP team in developing, writing quality project reports (monthly, quarterly and annual reports);
• Coordinate with the GD EHIS team to develop the required reporting formats and database.
• Keeps moph leader ship and GDPP informed by preparing reports on system performance and problems;
• Creates and maintains standards and procedural documentation related to reporting solutions;
• Train and educates MoPH reporting focal points on data collection tools and equipment;

• Review of design reports on time

• Start study on transboundary waters and provide expert opinion
• Doing prefeasibility studies of dams in MEW and coordinate dam design team for feasibility studies and provide appropriate feedback

Main tasks include:

• Develop an inception report on the current developmental projects at MEW and provide proper recommendation to be considered while implementing them as per Ministry’s available rules, regulations and mandate
• Provide proper advise to H.E. Minister on transboundary water issues in consultation with other relevant stakeholders such as Ministry of Finance and Ministry of Foreign Affairs and any other stakeholders working in this particular area
• Assist the technical team in developing further the Master Plan with GIS & RS tools and to properly ensure they all have the project planning papers prior endorsement.
• Conducting proper assessment of geotechnical, geological problems and seismic effects of the dam projects to  identify proper solutions and recommendations for the best maintenance of the projects
• Assessment and analysis of satellite images and DEM to desk studies and determination of the project locations.
• Assisting to preparation of operation and maintenance plan for dams
• Providing technical assistance for the desk and field studies of the dam projects for MEW staff
• Contributing to professional development of water dams staff and providing staff training in the relevant field to be identified in three months of the joining date
• Assisting to preparation of technical documents of the projects for bidding when and where required
• Travel on regular basis to various MEW dams project locations to provide technical advices and management support based on need

• Prepare technical proposals for renewable energy technologies especially considering climate change financing.
• Draft concepts of renewable energy projects regarding to climate change funds such as CDM (Clean Development Mechanism), GCF (Green climate funds), GEF (Global Environment Facility)
• Write technical Proposals for renewable energy technologies especially considering climate change.
• Assist in the development and implementation of annual and five-year work plans of the RED-Renewable energy department, the management units and the zones;
• Plan and prepare technical supports on the implementation of different RED activities (workshops, trainings, awareness raising activities, etc.) and other related activities;
• Develop programs and projects in the field of renewable energy and energy efficiency as per the work plan of the RED;
• Prepare technical reports, project reports and associated documents relevant to the TAT activities; deliver status reports to RED directorate and management units.

• Initiate renewable energy projects and mobilize and coordinate support for the projects from development partners;
• Design and supervise energy demand and supply surveys;
• Conduct and supervise field surveys, collect socioeconomic data, as well as data on renewable energy resources;
• Identify and establish contacts with relevant stakeholders such as development partners, RE private sector businesses, public sector, NGOs and other relevant government institutions that will contribute to the implementation of RED activities;
• Coordinate all activities with development partners and other stakeholders;
• Liaise with the third party supports on the implementation of the associated renewable energy projects activities;
• Monitor the performance of the third party supports and provide necessary inputs to ensure improved and consistent progress of the renewable energy projects;
• Prepare and provide capacity-building training programs and additional courses to increase the performance outcomes of the RED staff;

IV. Responsibilities and Accountabilities

Main tasks include training of the Microbiology lab department’s staff, providing consultations for staff, helping the staff in making policies and SoPs, participating in microbiology and molecular biology procedures. Outcome; Standard health care services for Afghan Security forces, their families and, in case of mass-causalities, for civilians.
