The TVET Authority is seeking a well-qualified Curriculum Development Specialist who has substantial experience in Competency Based Training (CBT) and curriculum development and training in TVET and youth workforce related projects. The Specialists will be responsible for the development and delivery of training programs and curricula that focus on youth employability skills including technical/vocational skills, basic numeracy and literacy skills, and/or related soft or social skills development. He or she will also be responsible for transferring his or her capacity to one or two national colleagues at the TVET Authority.

• On the job training of Cardiology department of Ibnsina Chest hospital clinical staff

• Providing on the job training to the clinical staff on evaluation of patients through questions, examinations, symptom review, and medical testing
• Providing on the job training to the clinical staff in performing different tests such as exercise tests, diagnostic imaging tests, cardiac catheterizations and echo cardiogram

• On the job training for 15 staff of the IGICH hospital

Responsibilities

• Contribute in morning reports and rounds with nursing staff in the ward
• Guiding ward nurses on information provision, education and referral of patients
• On the job training to nursing staff on counselling skills in assisting patient and family with coping mechanisms
• On the job training of ward nurses on providing required nursing care to cancer patient
• Providing technical assistance to the nursing staff of the oncology department how to develops a collaborative partnership with the patient and their family that is respectful of their needs, wishes, knowledge, experience, values and beliefs
• Conduct academic sessions for ward nursing staff on related topics
• Develop SOPs for nursing care at oncology ward

In early 2020, the Technical and Vocational Education and Training (TVET) Authority was officially endorsed by the Afghan Parliament as an independent entity. TVET is currently being provided by both public as well as private institutions. The majority of the formal public TVET service providers are under the authority of the TVET Authority; however, there are several public TVET institutions which are under the authority of other government ministries. Technical Vocational Education and Training (TVET) is a priority of the Islamic Republic of Afghanistan. The TVET Authority has made efforts to bring reforms to TVET delivery that could result in greater provision of skilled human capital vital for the economic development.
The TVET Authority is actively seeking to build domain specific partnerships with regional and international partners whereby a specific sector would be supported by a particular partner. POSITION INFORMATION

Objectives of Assignment

The TVET Authority is seeking a highly qualified professional experienced in international development. The Program Development Specialist will collaborate with technical staff to coordinate and lead complex or strategically critical proposals on behalf of the TVET Authority.

Output/Deliverables

• Finalization of 11 concept notes along with implementation plans
• Individual capacity transfer plan

Responsibilities and Accountabilities

• Oversee proposal team to ensure all aspects of the proposal are drafted and presented in compliance with relevant laws and procedures.
• Facilitate proposal meetings.
• Lead recruitment efforts for key personnel as well as local and international consultants.
  • Perform other roles in proposal development.
  • Travel, as needed, to conduct field assessments, develop technical content, recruit staff, identify partners, and collect cost data for proposals.

The Teacher Training Specialist will lead efforts to identify, design, develop, improve and implement new and existing Training of Trainers and Workforce Development programs for the TVET Authority. The Specialist will develop a comprehensive package of best teacher training modules for TVET teachers aligned to the Afghanistan National Qualification Framework (ANQF) and the specific skill requirements of each industry. The incumbent will also develop modules for Training of Master Trainers. He or she will also be responsible for his or her capacity transfer to one or two national colleagues at the TVET Authority.

• Lead the establishment and/or strengthening of the existing TVET teacher training programs/colleges.
• Design short term residential courses and Continuing Professional Development which includes mentoring, peer coaching, and communities of practice.
• Ensure content of Teacher Training modules is relevant and responsive to modern pedagogy based on constructivism, experiential learning and adult learning theory.
• Assist with the design of a system of support and supervision to ensure teachers are implementing what has been learned in courses.
• Establish teacher performance evaluation and certification system.

• Experience in teacher training and capacity building of local government departments and NGOs.
• Experience in building and effectively supervising a substantially diverse team of employees spread across an expansive region.
• Demonstrated effective interpersonal skills, proactive, creative problem solving and ethical management.
• Demonstrated exemplary diplomatic, communication, and interpersonal skills.
• Organizational acumen and cultural sensitivity.
