Background Information about Host Institution

The Ministry of Water Resources Development is the national lead agency for Water, Sanitation and Hygiene (WASH) sector and its mandated to ensure that Somaliland citizens has easy access to clean, adequate and affordable WASH facilities in a sustainable and environmentally friendly manner. Pursuant to the Somaliland Water Act 2010 (Law No. 49), Ministry of Water Development is solely responsible for the water resources development and management of national water resources and its mandated to act on behalf of Government of Somaliland in all matters relating to the Water Resources. Ministry’s strategic purposes are included:

1. Development of underground and surface water resources.
2. Improvement of regulatory framework and oversight of water sector and sustainable management.
3. Strengthening capacity of MoWRD and its constituent bodies.
4. Coordination and information management of the sector in Somaliland.
5. Converting floods from forces of disaster into livelihoods
6. Mitigation of droughts and impacts of climatic and environmental changes to national water resources.

POSITION INFORMATION

Organizational unit/Department: Water Quality Section, Ministry of Water Resources Development. Duration of assignment: 1st April until 30th June 2020

Objectives of Assignment

The Ministry of Water Resources Development seeks the service of water quality expert for the Central Water Quality Laboratory based in the ministry. It is expected from the expert to participate and engage in the production of water quality testing programs and protocols and build the capacity of staff of that department. The expert should also facilitate the kick start of the new central water quality laboratory and ensure that efficiency and transparency are attained.

Output/Deliverables

The consultant is able to Identify key points within the central laboratory that requires and Provide technical assistance for the successful implementation of water quality monitoring.

Responsibilities and Accountabilities

• Identify key points within the central laboratory that requires improvement.
• Improve the water quality testing system in terms of documentation, implementation, health and safety and provide technical assistance for the successful implementation of water quality monitoring and recognise occupational hazards in the central laboratory and field sites to ensure that proper safety precaution procedures are followed.
• Support the central water quality laboratory in facilitating local dialogue on water quality with water agencies and private water providers and create an inspection system for critical water infrastructure assets.
• Establish and implement water sampling operations and procedures and liaise with customers and representatives from regulatory authorities.
• Contribute to projects concerning water quality improvement, and Investigate pollution incidents from a scientific and legal viewpoint
